  The study aimed at piloting the analysis tools to support planning and evaluation in education; the examination of documents of education policy for inclusion, the research of the real situation in the field of education (preschool and primary education). To achieve the study there were conducted focus groups interviews in 7 areas Target groups included: representatives of the Local Public Administration, representatives of Rayon General Education Departments, responsible for pre-school and school education, parents, teachers, educators, kindergartens and schools managers.
  Experts from the Ministry of Education and the Ministry of Health also participated in the interviews.   Although participants of the focus groups acknowledged that the theme of integration and equality are new to them, they were open and active, provided the relevant data.
