   IMPROVING EDUCATIONAL QUALITY AND EQUITY IN COUNTRIES FROM THE SOUTH-EASTERN EUROPE 2007-2009
  

The project is financed by the “Open Society” Institute from Budapest (OSI), a Program of Support in Education and is coordinated by the Research Center in the field of Educational Policies from the University from Ljubljana, Slovenia.
The program partners are the OSI representatives from 10 South - Eastern Europe: Albania, Bosnia Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania and Serbia. The Educational Center PRO DIDACTICA the partner from the Republic of Moldova.
The project participants have identified the following common problems/priorities:

  • Inequity in education, especially the gap between the educational policies and their implementation; and also the existence of different forms of discrimination (ex. In relations with different minority groups, children with special needs and requirements etc.);
  • Insufficient participation of beneficiaries – especially of parents and pupils – in the educational systems and low level of quality in education.

In order to improve the related problems mentioned above, this project has 2 objectives:

  • To better understand the reasons of this inequalities in the educational quality and equity, by carrying out some national surveys with the school principles;
  • To support the initiatives for improving educational quality and inclusion at the local, regional and national level. 

The project will last 3 years and will be divided in 2 stages: 18 months for each of them. 
Stage I.Priorities will be identified and reasons for developing the next stage will be presented – the advocacy stage.  During the first stage, the factors that impede the implementation of an equitable educational policy at the school level will be analyzed. Activities are divided in 2 steps: 

(a) Applying national surveys for the school principles, in order to identify their skills, values, attitudes and practices (it is expected that 5 or 6 countries will participate to these surveys and approximately 100-400 questioned school principles from each country;
(b) The researching activity for initiating new community activities that would improve the educational quality and inclusion.   
All the project activities are being realized based on a simple, but rigorous work plan, identical for all the participant countries. There are special beneficiaries (community leaders, teachers, pupils, parents) that are involved in identifying problems and participate to different initiatives for solving them. 
The total number of participants can vary from 800 to 2000, depending on the number of samples (from 1 to 5 in each country). During the project implementation, a special attention will be given to the youth mobilization and motivation for being actively involved in fighting inequity in education, thus, preparing a basis for a regional or national movement of youth in promoting educational quality and equity. 
The first stage will end with a regional workshop, in which the project results will be presented and discussed, and the recommendation for the next stage of the project will be proposed.

Stage II. During this stage, some programs will be elaborated and implemented, based on the results of the first stage, in collaboration with the governmental and non-governmental organizations, the OSI program network and international partners.
